well, it can be both, technically. it depends on how you interpret that quetion.
for instance, if you take half of - two plus two, meaning you do 2+2=4, then half it you get 2.
but, if you take it as half of 2, that is 1 plus 2
1+2=3
then it is 3

The answer has to be 3.
Half of 2 + 2 translates to 1/2 x 2 + 2. Order of operations makes this the same as saying (1/2 x2) +2 = 1 + 2 = 3.
