how do i get a fedral imcome tax lien implied on a lawsuit matter to be paid by the person that owes me the money?

Most likely you'll have to write a letter and send a copy of the court documents showing you are named in the lawsuit as an involved person in the matter to get exact information on the issue. However, tax lines are a matter of public record. Often this means that a lawsuit must be filed if you are going to regain the funds from the individual. Otherwise, it becomes part of the basis of the property in later figuring of gain and loss if sold or used in depreciation of a business property.
