Reduce car theft to a fine only crime? According to the US Department of Transportation statistics 4,280 pedestrians were killed in 2010, there were an estimated 70,000 reported pedestrian injuries in 2010. Less than 1% of those injuries and fatalities involved pedestrians and highspeed police chases.. Car theft isnt just a matter of paper work and fines... According to the Department of Justice there are 49,000 completed carjackings that occur in the US each year and 96% of those result in physical injury. Since 1992 there have been over 10,000 car jackings resulting in death of the driver and/or the occupants. Seems car theft isnt such a subtle crime...

I thought grand theft was anything over 500. I could be wrong though.

Guaranteed. This is because the prosecutor will want to throw maximum charges at the thief, if he is caught.
