Yes or no.
Some states require taxes on Internet purchases and others don't.
It really depends on your region.
Gov. can do everything and taxation is one of its methods to make money

As far as I know, internet sales are not taxed unless you have a physical presence (nexus) in the state. Barnes and Nobles charges taxes if I buy a book from them, but Amazon.com does not tax books since they have no physical presence in my state.

And just how would you do that?
Tax on where it is purchased from, where it is shipped to, or where it was ordered from?
What if I order something online while I am in space? In a foreign country, on a cruise ship in international waters?

Yes. The easiest way to do this would be to impose a national sales tax. Some may call this regressive, but I don't listen to them.
