No. If there is a single, yellow, broken line, that is a passing zone. But, you must do it safely, or you can still get a ticket. Solid yellow lines are the ones you don't cross.

The question is vague. When you say
crossing", did you mean walking across it as a pedestrian? Crossing meaning you made a left turn, uturn as a motorist?
If you were a motorist and did all of the above, it can be a violation if there was a previous sign that state no u turns are allowed. This applies to highways especially curvy roads with blind spots. It is too dangerous and a few people had died because this rule gets violated. Only emergency vehicles can do this. Even then, they are not safe either. if some guy guns his car in the opposite lane and hits yours. Whammo.
In city limits, You can come out of a parked position and cross this type of lane in a semi u turn to go the oncoming lane relative to the direction you areparked at. Just do it safely.
Just be careful.

No, a single yellow, or solid yellow with a broken yellow on your side, it is OK to pass. Double yellow or solid yellow on your side with broken yellow on the other side it is illegal to pass. Double double yellow it is illegal to enter or cross over. Double single yellow with broken yellow on the inside is used for beginning or finishing turns into or out of parking lots or driveways, so that you do not impede the flow of traffic.

if line is broken into small bars, it's ok. if it's a solid line, you must be in a passing zone.
