every site and book I've read says if your dog/puppy can go 4 straight weeks without an accident in the house then they are officially housebroken.

I read in a dog book that your puppy is potty trained when they have had no accidents in your house in 4 or 6 weeks. Good Luck.

No accidents in the house means housebroken. Pottying outside just means they've learned to do it outdoors - doesn't mean there won't be mistakes inside too. Be patient, it'll come.

when they let you know that they have to go outside to go potty and never ever have any accidents inside the house, that is when you know they are fully potty trained.

Even though my dog has been potty trained for years now, I will still praise her for going potty outside from time to time to reinforce the behavior.

That would be a good start, if he's not siling the carpets and is wining at the door to go outside to use the washroom, then it's a safe bet that he's potty trained :-)
