I think that could go either way.

Hell is a powerful deterrent if you believe in it. We are promised to be forgiven if we do what they tell us to do. Don't some fear that there may not be time to make amends

Or if they thought that God would never bail them out. They stole or had an affair, and the sins was already there. Well I am going to hell anyway so why should I worry.

On the other hand if there was no God and we all behaved with common sense the world would probably be more peaceful. There would be no killing in the name of God because one religion is better than another.

Better. If you have nothing else but today, then you'd learn to live for today instead of a vague hope of tomorrow.

Its why there are so few Atheists in prison. Because they have to face their punishment for bad deeds in their only lifetime. There is nothing to bail them out of trouble but themselves.
