Well it depends.
Beagles can be very destructive because they CHEW. and CHEW and CHEW and CHEW. They are also scent hounds so that means fido might run away looking for that imaginary creature he's trying to find. Other than that, beagles are wonderful family pets.
Westies are very ( i mean VERY ) energetic. My friends westie, Martini, runs around the house biting your heels. They also bark. But westies are small and cute and are obdediant.
If i were you, I would go to a Beagle breeder, and a Westie breeder, and evaluate the dogs. If you seem to find that the beagle seems to be easier to train, and less fragile since they arent that small, then thats your preference. Everybody has a different opinion. Good luck!

I have a Beagle. She's almost 14 and I got her when she was a puppy. Beagles are very social with other dogs, so she should get along fine with your Westie (provided your Westie likes the puppy, that is.). Actually, my Beagle hated being alone!! She howled, so we got our other dog to keep her company. No more howling. Generally, Beagles are very good dogs but they are strong willed and tough to train. They are scent dogs, too, so they tend to wander off while following a scent. You have to keep them enclosed. They also LOVE to eat so it is important to watch their diet so they don't get fat. I love Beagles and I would totally get another one. Just give your puppy lots of attention and be firm. They are fun, adorable dogs.

Westie
Tyke is doesn't matter if they are from different groups. Jack Russells are a Terrier but they have Beagle and Bull dog behingd them! I know 2 people that Breed Jack Russells and Beagles(not toghter). I say westie as they are a small energetic dogs with lovely temperaments. Beagles are destructive escape artist and are harder to train. Even thought they are loving dogs. But I am a terrier lover.

I would go with the Beagle, less grooming involved and they make great companions.
