people might say 4 but if a bird heard a gun shot they would fly away so the answer is 1 the dead bird that died on the fence or 0 if the dead bird fell..

Is the fence in the city?What kind of birds?Does the gun have a silencer?Are there firearms laws in the area?How far was the shot?Was any of the birds injured in this barbaric attack?

The person shot a 'bird' with his 'finger' (the "bird" finger) ...or
he shot one with a camera.
The question doesn't say what he shot one with or what 'one' he 'shot'. Maybe he didn't shoot 'one' that was on the fence.

1 bird gets shot and most likely falls dead. The other 4 will fly away frightened off from the gunshot
