It depends.
Some companies charge a fee (by reducing the amount of money on the giftcard) if it's been unused for a certain amount of time. Usually after 1 or 2 years of inactivity.
If you haven't used the gift card in awhile, check the balance. (And check the card terms. If the card is about to start getting fees, the person might figure out that you gave them an old giftcard).

If everything checks out, I can't think of any reason why it'd be bad to give an unused giftcard.

Re-gifting is not wrong. However, there are a few very important rules to follow.

First, NEVER forget who gave you a gift. If you do, you might make the mistake of passing the gift onto a mutual acquaintance or even worse, giving it back to the person who gave it to you.

Second, if it is the kind of gift that they expect to see in your home then you have to let them see it at least once. Having a big dog around with a big floppy tail is very useful as an excuse why they never see it after that.

Third, if you do pass something on as a gift, you had better find out where it came from, so when the new receiver of the gift asks you where you got it, you do not sit there with your mouth hanging open.

No, it would be worse if you just let the gift card sit there because you do not frequent that store very often.

You could take that money that you would of bought the regiftee's gift with and buy something for yourself. That way, you do end up with a gift, as that was the initial giftee's intention.

I honestly don't see why not. If you were giving a gift card to a store that you would never set foot in, like a bookstore giftcard to someone who doesn't read. And you know someone who does, and you give the giftcard to your friend/family member, doesn't matter. Plus, how are they going to know if it was the same one they got you, if they were to get the same one back?

Just double check to make sure it hasn't expired.

No, it is not wrong, re-gifting is now accepted. I heard today of a person who got a $100.00 gift card at their place of work and took it and purchased four $25.00 gift cards and gave them out.

No, as long as it's not the person who gave it to you. And it's better than letting them sit there, because that's even more of an insult. And it's a waste of money.

Actually, that sounds very generous of you. Just make sure you don't give it to the person who gave it to you and you're good to go!
