I am looking for a free downloadable photo/picture editing software which is capable of cutting out my mam's photo/picture from the old family picture and integrate with mine without cutting the background elements from the old photo. What I want is only her picture element. I need to have apicture with my mam as if we have the picture together. Please help me because I love my mam.

as for editing your Mom's picture .. well that will take some time from yaa .. u can find lots of tutorials online .. have a look at this :

I would perhaps suggest you start with a free program for beginners then move up when you outgrow it, most people start up with irfanview, the gimp and Picasa.
I always suggest Picasa to everyone as it is the simplest of the lot and everyone likes it, it's free and very user friendly
