My Border Collie is very healthy and has maintained a good diet. He sometimes gets in small fights with my other dog. Whenever this happens there is a very strong odor of fish and both dogs begin licking the carpet for minutes on end. This also happens if my dog is suprised or scared and he begins to bark. I know he's fine but i'm just curious on what is causing this odor and discharge.

The smell is coming from his anal sacs. This is very normal for a dog to express his anal sacs during stressful times. They also express their sacs when they have a BM.
Expression of anal sacs by the dog himself does NOT mean he needs to go to the vet to get them expressed, quite the contrary. Dogs only need to have a vet express their sacs when they can't express them by themselves, if they become to full and impacted or infected.

Because he releases his anal glands. This does NOT mean that you need to go and get them expressed!!! Larger dogs STILL have fluid in the anal glands...they are just able to express it themselves. Little dogs tend to have problems doing that themselves and need to have them expressed by someone. It is natural for dogs to have fluid in the anal glands....it is used for marking territory.

You need to get your dogs anal glands drained and cleaned. A vet can do this for usually under 20 dollars. I'm guessing as I have not seen your dog, but it is a very common occurance.

its called expressing their Anal Glands, all dogs have them and when they feel threatened they are expressed.
