There is low water pressure in the house, about 25 psi. When taking a shower the water never seems to get hot. The showerhead has a 1.5 GPM flow restrictor in it. Is this adding to the problem of the hot & cold water mixing?

First things first,25psi is to low to run a normal household.Here are some things to try that are cheep and easy to do.
1. Buy a cheap pressure gauge from HomeDepot about $9.00 and put it on your outside faucet.The pressure should be 50-70psi.
2.Somewhere in the service line that comes into the home there is a regulator that controls how much water pressure enters the home,these go bad quite often and need to replaced.
3.If none of these work for you have the city or county flush the lines unless you are on a well.If that is the case your pump or water level could be playing tricks on you.
4.Almost forgot you also could have a busted buried supply line coming into your house from the meter

Well first thing is yes you indeed do have low water pressure in your house. 25 psi is just not gonna cut it in a house. You want about 60psi if possible.
As far as the water in your shower not getting hot I would take the following steps first to see if they resolve the problem.
1. Have someone check the pressure restrictors both inside and outside your house to fix this low water pressure problem
2. Check the efficiency of your hot water heater. How many gallons does it keep heated? ect.

The showerhead has no issue in your hot water problem, and my best guess on your hot water problems lie in your water heater.

What about changing the ratio between the two by opening one more than the other? They are never equal anyway.
