I was in the same rut with my boyfriend. I say variety and creativity are the keys to making it work on a budget. Get him at least one pricy thing though. What I did was I bought him a nice gft certificate to a place he likes to shop, and then I made him go on a treasure hunt around the city for the rest of the gifts. In total, we went to a comedy show, had dinner, and then went home to where his roomies opened the door with a cake and a keg of beers and yelled Surprise. No, it was not extravagent, but the way in which it was set up (the cat and mouse game) kept him excited and made 3 simple things a lot of fun. He got free dinner, laughs, and money to spend in a place he digs. It's all about creativity. Really really search for what he is into and find a cool way to cereate a gift or buy one that compliments his tastes.

Cook a nice meal - it doesn't have to be anything amazing or needing a lot of work to prepare. For example, if he likes Spaghetti Bolognese then that would be perfect.
What's important is the presentation: candles and a small amount of any other mood lighting that's available, some nice soft music, perhaps ballads or something gentle and classical if he's into that - oh, and dress up a little.
Ask him to dress up a little, too, if that's do-able - it'll reinforce his impression that this is a special event.
Then just see where the evening leads you.

Well, If you like having fun before the romantic night, maybe you should go to a karaoke bar, those are always great places if you want to have a light hearted beginning to a romanic evening. Or maybe go to a park and just have a light snack while talking to each other and stuff. Good Luck for your special night!

Definetly a night in alone with candles a meal if your a good cook if not a takeout would be the safer option, keep the talk away from work etc unplug the phones and then treat him to a night of pleasure whilst keeping all your moves sexy softly and playful until you have him wild

is there a nice place to have a picnic??? i live and love the ocean --- so its easy to have a romantic time --- some food some wine --- so even without the ocean --- and snowing (i assume its winter there) candles good food good company will drive any person wild with love affection and tenderness

Dinner. cook a nice meal, and when he's gone to the toilet after dinner (he will) light the whole room with just candels.
on the other hand drop hints and he will do it all for you.
