Ask your friend who made the DVD to do it. If the DVD doesn't play on your computer, it means you don't have a DVD player (CD only). That limits you right away. If you did have a DVD player, there are programs out there that will let you capture footage from the DVD. From there you would need a video editing program like iMovie or Final Cut Pro, Avid, Adobe After Effects, Sony Vegas... that will freeze on frame of video and export it as a jpg. From there you need to go into a photo program like Adobe Photoshop and resize the image. Video is short and squatty, so you'll need to stretch it in photoshop. Since the resolution of video is only 72dpi and the image is only about 2 inches. The prints will be very poor quality (unless of course the video was shot in high definition and you have a blue ray DVD). So the short answer is, if its really important give it to a wedding videographer and let him do his best.
