A neutered dog can NOT sire a litter. When a neuter is done the testicles are completely removed making reproduction impossible.
If your female is indeed pregnant it means one of two things 1) your male wasn't neutered but this would be VERY evident
2) your female came in contact with an intact male while she was in heat
A retained testicle can and will be removed at the time of neutering. A vet can easily tell if a testicle has been retained. A good vet will never not remove a retained testicle since a retained testicle is at a VERY high risk of cancer and other problems. Also a retained testicle can cause serious hormonal problems ....aggression to name one..retained testicles are 99% sterile so the odds of a dog even becoming inpregnated by a dog with a retained testicle is very, very low.

Here's a way a neutered dog can sire:
If he donated semen for collection prior to the neuter, and the ***** was artificially inseminated afterward. This is also how some dogs sire after they die (it's fairly commonplace among show dogs).
I know this doesn't address your question, but I'm just throwing out a new possibility.

A neutered animal can't sire a litter. However if they were neutered after being sexually active, they often would mount the female in heat. I've had a couple breeder cats that did this.

If the dog was in fact NEUTERED...he cannot produce puppies as the testicles were removed. Are they gone, or still there???? You can feel and tell if they are there or not. If they are not there....your girl is either NOT pregnant, having a false pregnancy, or got bred by another dog.

No, when an animal is neutered both testicles are removed, thus they cannot breed.
Even if both testicles were in the abdomen, animals with BOTH testicles undescended are generally sterile.
the likelihood is that she is either in a false pregnancy, or she was left unattended and bred by a loose dog. Have her checked by a vet

Possibly. He could have what is called a crypted or cryptic organ. It means that one of his testicals is still up inside, like it never dropped, and you can't remove it while fixing him. The vet who neutered him might have thought that he only had one testicle, due to something, and removed the other one, saying he was fixed. I work for two vets, and this is a true scenario.
Do you know for sure that she did not get out though?
