I consider myself a pagan and I don't really use spells, just because I haven't really felt the need to, I've done personal meditations and small rituals by myself but that's about all. You could consider what I mentioned to be spell work because I am working with energies, that's all spell casting is, I believe. You can use herbs, astrology, crystals and the like but its your concentration and intent that decides if a spell will work or if it will have a negative or positive effect, if any at all, you must remember that what goes around comes around though, if not at first, it will down the line. I've had prayers answered, I believe, both when I prayed to God or to Goddess or both, depending on my problem. I've asked them to bring lost pets home and they did, I've asked them for help resolving issues of my own and I feel that they did. I'm a solitary so I don't know how well group magic works but I hear the more people you have concentrating on a subject in prayer and/or in magic the more likely that spell is to work just because of all the collective energy I suppose. I do also personally believe that if a spell goes against the will of the Gods or Universe, if you like, then it wont work because lets face it the Gods have a better idea about it then we do most likely. It's really a matter of opinion on whether or not spells work, just like with prayer, magic or miracle, its all a little beyond our understanding and so takes some faith that the Universe knows best for now, one day we will all be on the other side or Summerland and then and only then will we have all the answers. I guess we have to live with a lot of ignorant close-minded people. I am sorry that you are not getting real answers to your question (at least not the earlier ones). I am Pecti-Wita a true practitioner of the old religion (not Gardnerian influenced tho there is nothing wrong with that). Just like prayers the spells do work. Not always but often. So those of us who are true believers will tell you we get good results most of the time. Most of my "spells" are accompanied by the use of herbs, and sometimes minerals, generally for healing or protection. The main thing is that if you are using a spell on someone it must be with their knowledge and consent. No I can't make it snow! We work with nature, use it to our advantage, not try to control it. But then as a Pagan, you would know that!
addendum :
I tend to side with Pagan Rebirth as well re Voodoo and dark spells, there is a difference between these & evil.

Darkness in the pagan belief is not a good/evil thing.
Darkness is about rebirth, regeneration, and the Mother.
Voudon is a highly respectable religion.
I'm a pagan.. I hesitate to say a "fellow" pagan, as the question itself and the additional information you provide here lead me to wonder if you are just beginning on the path and haven't educated yourself or if you aren't pagan at all.
Regardless, I've cast many spells in my life, and had all kinds of results.

I question whether you are really a "fellow" Pagan. The reason I flag this is because you equate Voodoo and dark magick with black/evil magick. Voodoo is not evil, nor is dark magick (darkness is an element recognized in certain systems of high magick).
I'm not one to normally probe, but something rubs off on me telling me that you are not exactly as you seem. I could be wrong, but still, I do feel the need to wonder.

When I cast spells, I try whenever possible to follow the phases of the moon. The Signs of the moon, also have a profound effect.
It makes my spellcasting so much easier and more effective!

My only question is this... If you're a Pagan or a Wiccan, and casting spells, why should it be a surprise if it works?
The whole point of casting a spell is to properly direct energy toward a desired result. If you do it right, shouldn't it work?

I'm a holy roller and I'm dieing to know the answer to this too.
I would never cast a spell and try to strip someone of their free will to do or not do....whatever, but I am curious to know if it actually works too.
