Hollywood and North Hollywood are part of the City of Los Angeles.

West Hollywood is an independent, non-charter city (Pop. 37,000). Beverly Hills is also an independent, non-charter city (Pop. 34,000). This means they have a separate mayor, civil service, and city council.

However, non-charter cities are usually smaller "general law" cities. That is, they've not been given home rule authority by the state legislature... and can only pass very basic ordinances regarding traffic lights, land use, etc.

In constrast, Los Angeles and all other major cities in California are charter cities. The state legislature allow these cities to basically run their own affairs, as long as it doesn't contradict state law. Thus, L.A. has the power to enact more wide-reaching legislation than, say, Beverly Hills.

Well, Hollywood and Beverly Hills are within Los Angeles County.
So they are separate cities in Los Angeles County.

But the postal addresses are "Hollywood, CA" and "Beverly Hills, CA" rather than "Los Angeles, CA".

they are in the city of Los Angeles. They are postal areas set to make it easier for people to find. Since Los Angeles covers the San Fernando Valley though Pasadena down to Santa Monica and Long Beach, it would be tough to tell someone you live in LA and have them find you.
