I have just had this problem. I got a professional in and he sanded the artex down and then used a pva wash and when it was dry he replastered the ceiling. He assures me that this is the best way of doing it and i have to admit, he has made a great job of it.

Ive tried everything - paint remover, steaming, scraping, The bits where the damp had got in just fell off. I asked a couple of builders how to do it and they just laughed. Part of the wall was tiled over. But the tiles fell off. And the plaster. So I think Im just gonna have to replaster. By 'I' I do mean a builder.

Ruddy great hammer or if that fails, an explosive. I'm afraid in reality it's almost impossible to remove and you are just going to have to plaster over it. Happy New Year.xx

you can get some plaster that will go over it, its designed for amateurs and level fairly easily, have a look in your local B&Q etc...
Taking it off, could be a real battle, then you would need to replaster it smooth afterwards anyway.
