Normally, if you blow up a picture digitally, it will become pixelated. Depending on the matrix. The software called Photoed.exe that comes with the windows OS, has a feature called SMOOTH that is a radio button, so when you resize it computes extra pixels to compensate and keep the lines and edges smooth.
Other software should do the same, but eventually, it will get blurry. This is the best feature I have found.

Anytime you try to make a small picture from the Internet into a larger picture, no matter what software you use, it will do this. The program you are using to make it larger leaves pixel gaps that are then filled in by the color next to it creating a blur. If you go to google Images and use the pull down menu under the search box that says image sizes, click high you can look for a higher resolution picture off the Internet that might work better.

I asume the best here.
Clearly you copied it with the permission of whoever owns the copyright, because anything else is totally illegal.
I think that may be why whoever sized it for the internet made it so small to keep people from just copying and printing.
Therefore, if you try to rez it up it will probably look awful.
There just isn't any information-pixels-to make it properly larger.
Fortunately, since you asked before you copied it and got permission, maybe the person you got it from will send you a full sized file for you to use.

Many pics on the internet are kept small to keep people from violating the copyrights. I would suggest contacting whomever posted the photo and ask them to send you a larger resolution file since there is really no way to enlarge a small photo like this and keep the quality. This way you can also work out whatever licensing agreements might be required or at least have the owner's permission for personal use if they are willing to grant that. It can't hurt to ask.

There are several photoshop plugins that can help enlarge images.
For photos:
Alien Skin's Blowup and Genuine Fractals are some examples.
For graphics:
Adobe illustrator can be used to trace the graphic by hand or by using a feature called live trace.
Adobe streamline is similar.

Pics on the internet are low resolution. You can't change that. They look good on screen but will always be the blocky if you try to print them out. High res pics take a lot of time to download and increase time to change pages, etc., so only low res pics are used. Find another source for your pictures or live with lousy quality. Sorry.

It is small because of the pixels and any enlarging will be blurry. Consider, perhaps, looking elsewhere on the net for a larger, similar photo.

Print the pic, then scan it with a high-definition scanner.
A Lexmark X1110 can scan at 300 or even 600 bpi's and it only costs +- 100 Euros (and it's a good printer as well).

I am not too sure, but I think if you see the full sized image, you could drag and drop it onto a document. Then you can try to enlarge it, or save the picture. Then, open the file with the picture, and enlarge it by percent.

I would take it to a photo lab and ask them to make a negative of it if you're serious, prints come out much better from negatives than from digital!
