I am going to Atlanta in february to spend time with my bf it will be my bday and his what are some nice casual; dining restaurants not over $40 for the both of us

Nothing, stop being cheap. What is money just spend the money and have a great meal. LOL

Mcdonalds is nice. Just look for the golden arches.
