you can do it on many sites.

http://www.orbitz.com
http://www.travelocity.com
http://www.expedia.com
http://www.sidestep.com
http://www.priceline.com

many more.

If you mean choose your departure time and arrival time seperately (i.e. going from miami to dc, departure from miami at 8am and arrival time in dc you want 5pm) then no, unless you can find flights that are like that on those sites (which would mean a lot of stops or delays).

If you mean your departure date/time and return date/time, yes you can.

Well, I don't totally understand. Do you mean where you can choose the departure and the return separately? You can do that at any of the sites - expedia, etc. I don't understand what you mean by "departure and arrival separately".

If you go to the Website of any airlines, you will have this option. The price of your ticket will vary according to the number of connections, time of the week or season and time of the day.
