I'm at a reasonable weight and level of fitness, but can't seem to shift the flab on my hips and bum, it makes me look feminine, and has to go! I go to the gym fairly regularly, but don't know which specific exercises/machines I have to do.

Doing squats and lunges (both side and front lunges) will target those areas. When I gain weight I tend to gain in the hips first and when I do lunges with weights consistently it really sheds the flab and tones the area. You might just ask a trainer the next time you are at the gym to show you a few new exercises.
