How big are the smallest practical panels for powering a small electronic device inside my room?House?...Thanks for the extra detail.

one panel will light some small lamps if you want to charge for TV, music system ,lights(12 volts) and stuff better get 4 panels and maybe as many as 4 batteries (most of this stuff you will weant to use at night ,when the batteries are not charging so you must store in the day.

The best I can suggest :
Ask to a company that is selling this kind of clean energy.
When you will ask to them,is important that you will tell them the watts x hour your device is consuming and for how many hours per day you need to use it.
.After that,they'll be able to calculate "the smallest solar panel & batteries" you neeed.

That I know,there are no other ways to make a precise calculation in order to satisfy your answer.

You can get a single garden light for a few dollars that has a few square inches of solar panels and a battery to power that one light for a few hours after sunset at Home Depot (or anywhere really). Or you can get a $50,000 system to power your whole house. Or anything in between.

Just google "solar panel".
