ive noticed this twice in my life...1st time was a boy waiting to cross the road he seemed to be steping backward and forward on the same spot for a long time and the other person was an older man who i seen walking into a casino in las vegas and i noticed him at the entrance doing the same thing it must be the same sort of condition what is it??????????

i was driving out of work and saw the young boy waiting to cross the road he had his legs well spaced apart as if ready to start running waiting for the word go if you like and he was rocking on the same spot ready to sprint but he was there for 10 mins it was kinda strange

A few things come to mind....
Parkinson's in the case of the older man...... a Parkinsonian "tremor" can make one "freeze" on the spot, and sort of "stick" in one place....I've seen it.
OCD can create complex rituals for some, in which they have to take a certain step so many times before continuing......this can be very difficult and is very sad. I have a friend who has to step "just right" up onto his porch, and may spend half an hour getting it "just right"...
Autism can create a sort of "tick" where this behaviour is repeated to provide a sense of "security" or "comfort" in otherwise uncomfortable situations. My daughter is autistic, and did, as a small child, exhibit some behaviours like this.

Any number of brain/neurological problems can cause this type of behavior. People can become obsessive/compulsive or stuck in repeated behaviors---whether walking in "patterns", rocking back and forth, picking at things with their fingers, etc.
People with brain injuries (traumatic as well as stroke), Downs syndrome or other forms of mental retardation, autism, Alzheimer's, etc. frequently exhibit this, as well as similar behaviors.
The brain is an amazing thing-- and the various 'short circuits' that can occur are equally amazing.
