I'm a first time user of Photo shop....I need to resize a photo to import into a Website. The pic needs to be 100 pxl x 300 pxl. Can you walk me through the process. I viewed the tutorial, but it wasn't much help.

OKAY, first of all reduce the resolution to 72 pixels, this is standard resolution for all monitors. To do that go to image, image size, find the resolution setting and type in 72 and hit ok.
Next you want to change the height and width. Can you crop it a little because you may have to in order to get that exact size.
Anyway, goto image, image size, make sure at the bottom of the image size window the Constrain proportions box is checked)
Then change whichever side is longest first, for example if it is higher than it is wide change the height.
Now that the height is right you need to somehow make it fit with the assigned width and for that you first need to make sure your rulers are on and set to pixels not inches.
Goto view, rulers, make sure rulers is checked.
Then goto edit, scroll to bottom and click preferences, then units and rulers.
In units select pixels, hit ok.
Now tell me what you see and I'll check back soon.
If you need to crop and you can't wait, the crop tool is the third one down on the left hand side of the tools pallette.
If you need to stretch then, goto navigator and zoom in till the part you need to fix fills the screen (Rulers must stay visible), then go to edit free transform and and nudge it till it hits 300px.

I am going to provide the Photosop Elements steps which should be close to Photoshop.

Warning: this will resize the original image
==============================
1) Open the file under the Editor
2) Select "Image" menu
3) Select "Resize"
4) Make your selections

OR
This will keep your original file intact
1) File menu then
2) "Export" toward the bottom

When you want to reduce an image go to the Image> Image Size menu. Click on Resample Image and choose Bicubic Sharper from the drop-down menu. This is the best setting for making sure that an image doesn't blur.

create a new blank thing to the size you want the open your own photo and then drag the photo into the other blank thing
