Sounds to me like you've got a very good friend in this guy and that he trusts you enough to open up and share his life with you is a compliment - and a friend you can go to and do that with is hard to find.
That he thinks you are "a little bit different from everyone else, and that makes you Awesome" is definately a compliment, sound's like you are your own person, you march to a different drummer when you feel like it, you follow your dreams not necessarily what the "IN" crowd is doing, you have your own unique way about yourself which he finds refreshingly honest - quite "Awesome". I's a characteristic that makes us all different individuals, gives us all a bit of diversity and interest, - sets us "apart" from the madding crowd as it were.
"He's also Bi" is just another bit of common ground you two share - you-re part of a sexually orientated, (liberated), group that celebrates life & love outside of the stricter cannons of the "straights" and the "gays", you have the best of both worlds - so to speak. So once again, this is not a handicap to your relationship as friends, or perhaps something more.
"He gives you hugs and says "I love you" in a joking way" . Many times that's just 's just a shy compromise that he can live with. Maybe he does love you, but just cannot come right out and say it, (fear of commitment, fear of rejection, too embarrased, - whatever), by making the statement "jokingly" he can still tell you he loves you, and mean it, but in a way that is disguised from letting you ever really knowing it. Or it could be a platonic brotherly affection for a crazy litle sister.
So it's up to you now. How do you feel about him? Are you interested in him? Is he "Awesome, - do you find him attractive?
What are your romantic feelings for him, - if you have any at all? Does he arouse you sexually? If you're not sure, but you know that there are "stirrings" when he is around you, so take a chance, ask him out for a cup of over-priced coffee or tea and tell him your feelings, and be honest about your feelings, and ask about his feelings about you. Clear the air. Perhgaps there is a budding romatic relationship there, perhaps not, - but if you don't get this resolved soon, your curiosity might turn into resentment .
You don't have to gush out "Gee I've had this secret crush on you for so long, and I think you are such a hottie, will you be my sweetie?", but you could start with " We known one another for sometime now, and we seem to get along really well, but lately I've felt that there's something different, something unsaid, happening between us, and I don't know what it is , or if it is appening at all, do you know what I mean? If he just looks at you like you told him you were from Venus, Help him out a little, (We guys smetimes aren't the sharpest knives in the drawer- ya know?), and say something like " Is something in our relationship changing, have your feelings for me changed somehow? Have I done something to make you mad at me ? You just seem different lately- that's all" this should make him feel guilty enough to either step up to the plate and profess his true feelings for you, or fumble all over himself and figure a way to leave right away - which means you caught him out but he's still to embarassed to say so, and now you can go after him if you want to - full court press - have a Blast!!!!. I have had friendships with bisexual men,straight and gay men. The fact that he hugs you may really not mean too much other than he the kind of person who expresses himself in that manner. You also said "jokingly says he loves me". Does that mean that he is shy and that is his round about way of telling you? The fact that he gives you praise may be that he is happy to have a friend like you that knows what his personal preferences are and you are open to having a friendship with him regardless. He may have had friendships break up once they found out he was bisexual. You have as much chance with him either being a friend or relationship as you would with any other guy-friend. I've seen may friendships blossom into very good boyfriend/girlfriend relationships since the friendship came first before the romance.

It literally means you got "that something" that seperates you from all the other girls.
That something makes him crazy about you.
So my advice is if you like the guy just keep being you and he'll go so crazy that he'll ask you out...just a matter of minutes ;)

dont know for sure, but that prob means he really likes you. Most men get nervous when they tell you that stuff. Also, the women I have loved very much, look different to me then others, i think love does that...

it could either mean ur someone he can rely on as a friend or someone he wants to get to know on a deeper level cuz he might like u perhaps...but just stick with friends right now and just see where it goes. u obviously mean SOMETHING to him =]
