An ISO is a DVD or CD rom in a single file.
You make ISO's as a way to transfer a CD in it's entirety from one place to another, usually via a network.
You can use almost any CDROM creater software, like Nero, to make an ISO.

The most common program referred for this is probably Nero, but you can also download a free program called MagicISo at www.magiciso.com as well. This one pretty much does whatever you want to do with .ISO formats. You can always try that one if Nero does not work for you. Good luck!
