Some say 1990 when the US Ambassador (Gillespie) had a meeting with Sadaam. Not sure who to believe about what was said, but after the meeting he invaded Kuwait.

Unless you were in the room you can't be sure what was said. She (Gillespie) was blamed for giving Sadaam the green light, but the current 9-11 conspirators say we let him invade so we could overthrow him - even if it took 13 years and had to fly planes into the twin towers also.

The current Iraq war started in 1991 and ran through 2003 because Sadaam repeatedly violated the no-fly zones (Clinton even bombed him twice - remember Desert Fox 1 and 2), and because Sadaam refused to let the weapons inspectors in (regardless if he didn't have any, he was sure acting like he did). So after 9-11 it was easier to say it was time to invade Iraq and finish what was started in 1991.

I'm not sure what your question is asking, but the invasion that lead to the current occupation began with heavy air strikes on March 19th 2003. It was begun and prosecuted by George W. Bush, not his father. George H.W. Bush (the elder) invaded Iraq on January 17th 1991 with the launch of operation "Desert Storm". It was however a limited war, heavily influenced by the Powell doctrine, with the singular objective of restoring the internationally recognized government of Kuwait. The war was essentially over by February 27th. Between then and the start of the 2nd Gulf War, we were not in a state of war with Iraq. (For the record we were never and have never actually been at "war" with Iraq, since Congress opted to not officially declare war in either conflict.)
