Those were 2 different accounts...
Moses asks for credentials to show that Jehovah actually appeared to him. So Jehovah empowers him to perform three miracles on the spot. The first of these is that of causing his staff to become a serpent and then revert to a staff, and the second is that of causing his hand to become leprous and then to be healed. These two miracles, together with that of changing water into blood, Jehovah commands Moses to perform in front of the elders of his people. But Moses is extremely diffident, and so Jehovah commissions his brother Aaron to be his spokesman.

This was more than an objection to the wife of Moses. The actual motive was a desire for greater power, especially on Miriam’s part. Moses’ wife, Zipporah, had been away but had rejoined him, and Miriam feared being replaced as first lady in the camp. (Exodus 18:1-5) So she got Aaron to join her in criticizing Moses for marrying a Cushite and in challenging his unique position before God. For this, Jehovah castigated both Miriam and Aaron, but the fact that only she was stricken with leprosy may suggest that she was the instigator. Aaron’s right attitude was shown by his confession and plea in behalf of leprous Miriam.

Leprosy, also known as Hansen's disease, is an infectious disease caused by a DNA plasmid (transposon, or "ultravirus", a small circle of DNA) carried in Hansen's bacillus (the Mycobacterium leprae bacterium) which is thus the vector. The plasmid can exist separately from the bacterial chromosome, and from the bacterium, when it invades human nerves. Leprosy can eventually cause a variety of skin problems, loss of feeling, and paralysis of the hands and feet.

People in that part of the world have brown skin, they're not black but they're not white either.
If moses hand was white like snow, that's whiter than white, it looks like God gave him a temporary skin condition (vitiligo?) in order to make a point. Back then, a great many skin conditions were referred to as leprosy, and was greatly feared. Leprosy didn't refer strictly to Hansen's disease as it does now, it was a much broader term. Since people dind't know that some skin conditoins are benign and others dangerous, they took the "better safe than sorry" approach and had all sorts of rules and taboos around "leprosy".

Do you believe all scripture is given by inspiration of God? Because if you don't, then it doesn't matter how many verses I quote, you will never believe what "the Bible says". Its obvious that you have been doing some research. So by now you must know that we as humans are all sinners; none of us are good. We are born with a sinful nature. What does that mean? The inclination to do what is bad. I don't want to do what is bad but if I get careless I give in. Once converted God's nature takes over and gives us strength to lead the right path. When The Lord returns, our sinful nature will cease to exist and our struggle with sin will end. Homosexuality is one of the most difficult sins to struggle with. No other sin so clearly affects the body as this one does. Apostle Paul wrote to the Corinthians to run away from sexual sin, for our bodies are temples of the Holy Spirit. Paul goes on to say "Those who indulge in sexual sin will have no share in the kingdom of God". He writes that God will "Abandon them to their shameful desires" If homosexuality will not get you to heaven, then it must be a sin. Do you feel that God should apologize to Sodom and Gomorrah? Their sexual sins led them to destruction. If only they had repented and turned from their ways... Paul writes that sins can be washed away and the person can be made right with The Lord. This is what "the Bible says" and I believe it.

It meant what it said . He didn't have a diharia attack like the time he came down the mountain and saw his people worshipping a false God which caused Moses to become the first man to break all commandments at once.

a leperous hand in prophetic symbolisim or in the picture language of God speaks of dead works, a humanistic reponse to independantly work a thing through rather than allowing God to work in and through us.
as for miriam's complextion, she was a descendant of the house of Shem from which we can asssume that she was moderately dark, however her leperous body bore testemony of her conspiring rebellion against Moses' choice in his marraige to Ziporah who was indeed very dark

these people originated from the middle east so they were probably darker skinned but not black.
however, many different skin conditions were deemed leprosy, and many different mental conditions were considered demon posessed.
for instance, what they saw as demon posessed we could see today as a form of skitophrenia, or another mental disorder. *shrug*

She was either black or very dark dark tan from sun as are most Arabs. However, leprousy is a powdery white dry, scabby skin disease.
