Rugs in blues and greens would be good.
You could also hang up beads and drape them down from the ceiling--it'd look like waves.
Have you seen those satellite chairs? They come in great colors for this kind of decoration.
Any variety of sea life art would be nice to hang up on the walls.
You could find some shiny fabric and make some funky little fish pillows.

Marine biology camp sounds like the ideal place to perfect your sushi recipe's. Some folks just won't get it, but I'm sure most will... All you need is nori, a ginger root, rice, something to cook the rice in, and a sharp knife.
Since it's a marine biology camp, I assume you will have access to fish...
At first blush this doesn't seem like much of a decorating tip, but a beautiful sushi set makes a wonderful display item. And they're so darned useful too!
Boris Valejo has some great fantasy art that would be appropriate, if the campers are all over 18. I don't know the name of the piece, but the one with 2 mermaids making love comes to mind...
You could take a television, a PS2, and the game "Jaws Unleashed". For that matter, you could take a DVD player and enough movies to keep yourself occupied in the evenings. The Little Mermaid, Jaws, Finding Nemo, Water World, or whatever movies would be age appropriate.
Take a grass skirt and learn to Hula in your spare time. Give your room a Hawiian theme, and host a luau while you're there.
Learn a few good whaling songs, and sing them often! That will work out best if you have a "Nuke the Whales" tee shirt...
I don't know if they still have them, but Spencers used to carry a plastic tie that you could fill with water and put a goldfish in... and yes, you can actually wear them. If you can't find one, try locating a wire frame and making a goldfish bowl out of a condom to put on your nightstand while you're there.
Get yourself some blue bakers dye and water-soluble capsules. Fill up the capsules and place them in the shower heads every day. After a few days, everyones skin will have a slight hint of blue that will last for about a week. If you're lucky, everyone will slowly start to blend into the wall color... Heck, clashing is just as good, LOL!
Okay, here's an actual decorating tip: just take a few things you love from home and place them around the room. You're only going to be there a short while, but having a touch of home with you will make the dorm room seem less oppressive.

A bright colored comforter with fish or marine life if you could find it. Bright throw pillows to go with the comforter. You may not be able to put things on the wall. Maybe a bright matching throw rug.
All of these things can go and come back home with you.

I just thought, I bet you could find a Nemo comforter. (Of course if you are 40 it might seem silly)

A few Oz's of pot might help spice things up around there,
On decorating probably posters of sealife books decorative things of a nature of the camp itself.
Remember when you decorate your not trying to change the appearance and feel of the place only enhance the good qualities.

Get some blue cellophane and cover the window glass with it. Gives everything an exotic feel. You can find cellophane in craft stores where they sell it to wrap gift baskets. Or ask a florist.
