if black AND white pattern is displayed on screen and the TV is set for maximum contrast then the the ratio of light intensity of black portion and white portion is called contrast ratio.

the higher the reatio, the better is the screen considered

A warning Samsung (and a few more) advertise higher numbers but are for "dynamic" contrast.
Dynamic contrast is a rather artificial number but looks "better" on paper than standard contrast. In dynamic contrast they measure the best black with backlight way down, vs best white with backlight way up. Dynamic contrast can be as high as 6,000:1

the contrast ratio is the ratio of white to black. it will always be ## to 1 but you want it to be as high as possible. 1200 is a minimum samsung makes them up to 4000 and thats pretty good . other wise the black colors will not be all that black they will be lighter.
