Is thera a service out there that takes still photos and makes them into a dvd video presentation ?

With background music and transitions from picture to picture? And if so what does it cost?

You can just use Windows Movie Maker...

There are many companies that do this nowadays. Google for video memories or video montage in your area. The cost depends on how many photos and rates that each company charges.
