it's a stand off armour designed to protect the vehicle against a RPG . The idea of it is that the RPG will detonate against the wire and so it will lose it's effectiveness to penetrated the armour of the vehicle.
This system is first used by the Germans in the WW II and was called ' schurtzen' and also used by the Russian army on they tanks as they entered Berlin to protect there tanks against the panzerfaust

This is an attempt to increase the armor protection. The Stryker does not have armor protection equal to that of a tracked vehicle.

The cage affords some protection against RPGs (rocket-propelled grenades), causing them (hopefully) to detonate before they hit the vehicle's armor and lessening their effect.
