Here is a website that offers some mnemonics for learning hiragana. I think the best way to learn is to choose words that you know in Japanese and just continue writing them. If you find that you do not know many words that use a specific character, then it is a good excuse to learn some new vocabulary!

Umm....I guess that you should just practice over and over again, get books, go on websites, and every time you learn new ones, try to write a sentence in Japanese using those Hiragana. If you want a good website to learn from, go to www.yesjapan.com you have to sign up and pay but it's worth it. I actually used Adventures In Japanese: Hiragana and Katakana to help me learn, but it's hard to remember some in there.

mmm...i took a class in japanese...so maybe if you find a friend or someone who has taken japanese before they can give you a sheet with like pictures as the characters...mmm...
like...the character ki looks like a guy on sKIs...mmm...yeah...
ra looks like a rabbit and te looks like a tent...
mmm...just look @ the pics and make things up on your own is all i can suggest since i don't have the papers with me:S
