There are a couple of answers to this question. One is weaned to early. They still are very young, they are looking for a mommy figure. The other is just that the kitten is suckling to as like in a calming effect! I have a 6 year old cat that will do this if the dogs will let him. Kind of like a child sucking their thumb.
becareful though. It can cause sores to form on your dogs belly where the kitten is doing this so keep an eye on it!

If a kitten is trying to nurse it means the kitten was taken from it's mother too young. If you let this continue the kitten will grow up sucking on all sorts of things like ear lobes and nipples if there are boys in the house with no shirts on. Get the kitten on solid foods right away.

A kitten will even try to nurse off you neck- but even a dog nipple will do- the kitten does not know the difference- it is just looking for a place to nurse- we had a kitten that did that with or black lab-D

The kitten was removed from the mom too soon.

She was weaned too early from her mom - and will nurse on just about anything. I had a cat that would "nurse" on my stuffed animals. Nothing bad about it - she isn't hurting anything - just how she connects with things.
