Bisque--A thick, rich soup usually consisting of pureed seafood (sometimes fowl or vegetables) and cream.
Soup--Theoretically, a soup can be any combination of vegetables, meat or fish cooked in a liquid. It may be thick (like gumbo), thin (such as a consommé), smooth (like a bisque) or chunky (chowder or bouillabaisse). Though most soups are hot, some like vichyssoise and many fruit soups are served cold. Soups are often garnished with flavor enhancers such as croutons, grated or cubed cheese or sour cream. They can be served as a first course or as a meal, in which case they're often accompanied by a sandwich or salad.

Bisques are usually fortified with cream to make a very rich and creamy soup such as a lobster bisque with chunks of lobster swimming in it.

Bisques are thickened soups made from shellfish. They are usually prepared like cream soups and are almost always finished with cream.
When you see it used in menus for various vegetable soups, it's usually just a marketing term rather than a technical.

Bisque is a highly-seasoned thick, creamy soup, classically of puréed crustaceans, of French origin. It can be made from lobster, crab, shrimp or crayfish.
Soup is a savoury liquid food that is made by combining ingredients, such as meat, vegetables and beans in stock or hot water, until the flavor is extracted, forming a broth.

I always considered a soup to be thinner and has chunks of stuff in it. I consider a bisque to be pureed or blended until smooth.
