The best thing to do is contact Ryan air and ask them, or look for information on transporting pets on their website. There are a lot of quarantine restrictions in Europe, so you may not be able to easily take the dog from Country to Country.

In the US, small dogs can be carried inside the cabin as long as they are in an approved pet carrier that can fit under the seat in front of you. Large dogs must be checked in an approved shipping crate. But all that depends on the airline.

I'm guessing that "Ryan air" is an airline. And Yes that is possible call the deck at the airlines and ask about shipping your dog to your destination
