This is a very hard and sensitive topic. As an African myself i have spent sleepless nights pondering the same. I worked with a group of Poor People living with HIV and AIDS in Africa and i can tell you that the problem does not lie in what other nations can do but what african nations can do for themselves. The west made African dependant on aid and they now they want to just drop the ball. Its like when ou are breastfeeding. You cant just stop at once. If you look hard enough you will notice that all the corrupt governments are those installed or highly supported by the west. All these leaders were educated in western countries and are highly regarded by their western counterparts.
Once more the west does not know the peoples problems.
Here is an example. a lot of organizations and western nations are concerned with providing Africans with Mosquito nets, clean water supply, and malaria treatment. As much as this is a good intention i think if you asked the Africans what they want they would say food and peace. Whats a mosquito net to a starving kid? Prevent malaria to be killed by starvation or killed in war? I once went on a health education trip with my colleagues. They were educating the community about safe water and use of pit latrines. After the session a 90 year old guy stood up and asked why he should do as we said since he has never done any of the things we said and he has never fallen sick.
Here is another problem. As we tell Africans that they should plant more trees to counter the ozone effect, we also tell them to cut bushes to prevent breeding of mosquitos.

As one of my professors once told me, " We always think the bat is upside down. But what does the bat think?"

Since this is under the health category I presume you're talking about AIDS. Be this as it may, it all starts with a sense of morality. People need to preserve, conserve and value their lives especially knowing the corruption that exists in Africa. The criminals should be punished severely for raping and spreading the disease. Women should only be permitted to have no more than 2 children, and I guess if it would help, the Gospels need to be brought
to Africa for the spreading of the word of God.

An interesting question. You're asking how the United States can impose it's will on another country. If you listened to our own media you would have to conclude that the world would be better off leaving the Saddam Hussein's of the world in peace to kill hundreds of thousands of it's own people at will.

Again, listening to our media, I would have to conclude that these African countries are doing a fine job of policing themselves and don't need any outside pressure. We can just be happy we don't have those problems here (yet).

That's the USA problem now we always have to get into everyone else bis. Now look at the mess we have made.
