Shutter lag is another term that you might find in reviews.

Refresh rate is invloved, but this refers to the LCD image. If you turn off the monitor, the refresh rate is no longer a factor. If you CAN turn off the monitor. This is another reason to get an optical viewfinder.

It's a combination of the time required to auto-focus and the shutter lag.
The shutter lag is just 0.1 second for modern point & shoot cameras. This is a delay you'll always get, even when the camera is already focussed. But the time required to achieve focus is the real killer. This can be between 0.2 seconds in broad daylight and with a responsive camera... to several seconds in dim light or with an old/ cheap camera.
