Yes. You take the 1 or 9 local to Houston St. Then go to the New York Passport Agency at 376 Hudson Street. The hours are 7:30 am to 3 PM M-F. The phone number is 1-877-487-2778. You go to this agency ONLY if you are traveling within the next 14 days. You have to call the number first to make an appointment and you will be required to provide proof that you are traveling within 14 days. If you are leaving more than 14 days later then you will need to go to a Post Office which generally have the information you need.

You could go to any post office before lunch time with 2 passport pictures and you are all done,

You can begin the process on line and even pay for it on line. I think you will have to go to the office and show ID to pick it up, but they should contact you when it is ready.
