The US does have a missle defense system that may not be 100% effective, but what is. The problem with this theory, is we will see some serious damage somewhere in the US if the system fails when put to the big test. The system is under continued analysis and improvement. Here's hoping!
I believe the body of water you refer to is the East China Sea, or the Sea of Japan.

I watched history happen...when I went to UCSB I lived in a place called Lompoc CA, it happens to be about 5 miles from Vandenburg Air Force Base so anyways, one day in 1999, I Heard a freight train go through my apartment complex, well it wasn't a freight train it was the first of many tests developed to hit a incoming missile to the United States at that time reading about it the score was about a 50/50 chance of hitting it's target. You bet we have a descent system and it is getting better everyday! The system is developed in three stages. First stage is at the time the missile launces a 747 can shoot it down with a laser! If the missile passes then the Navy has some anti-missile missiles that are similar to patriot missiles but have much larger effective range in their surface vessels. If these missiles are missed then it is up to these Larger missiles to hit the incoming target. This is technology from almost ten years ago! There is better technology coming up including mini-lasers that can be mounted on vehicles like the size of a Humvee or Bradley! As the sytem develops you will see a few changes or modifications. This system at the current time is only able to protect missiles coming from a rogue nation with a small amount of ICBM's. It can't cover all of Russia's ICBM's in the thousands...yet, but it can deter N. Korea, Iran and maybe even China.

Yes the sea of japan is between North Korea and japan. The Yellow Sea is between Korea and China. We do not currently have a missle defense system in place. Ive heard talks about such a network but it would be very expensive and tiresome to run and I doubt it would be a viable option. There have been talks but I think they ended as just that.

The US has three missile defense systems in service. First there is the Patriot 'Pac-3' missile which was used during the invasion of Iraq and is currently deployed in East Asia and the Middle East. The Second system is the Naval Theater Missile Defense with is deployed in the Sea of Japan. Finally there is the 'National Missile Defense' which is deployed in Alaska and California.

Yes they do have a system. For strategic earth orbiting vehicles, ASAT's have been around for a while, for tactical missiles you are still looking at the Patriot system, and new to the whole arena is the ABL, which is a chemical laser mounted on a 747 that should do just fine in its role. Whats scary about ABL, is that when coupled with AWACS or JSTARS, it would be possible to kill aircraft and lightly armored vehicles on the ground. Pretty amazing technology.
