see my link for step by step instructions you get to chose template to modify with your own design. and it is free for non comercial use (the web design software) if you want to sell from your website then you would need to purchase an inexpensive licence to remain legal.
the software i'm currently using is MS publisher part of office 2003 it is good and it works but it is not perfet.

the software you want is pagebreeze and the link to get it direct from the publisher is on the link below as is a host of other tools to get a basic website up and running within a couple of hours even for a novice (beginner).

I use Eversoft 1st Page. http://www.evrsoft.com/ You can set it for Beginner, Intermediate and Professional. Not sure that the exact names, but, as you learn it can be made more useful. It also comes with a lot of Pre-Loaded Java Scripts to speed things up. I do feel a person needs to know a little about HTML to get the full benefits of a Web-Publisher. About.com offers a free HTML course. Go here; http://webdesign.about.com/
They may have a Popup that how they pay for this stuff. Look on left for list of free courses.

Depends on if you want free or Pay for...
I find FRONTPAGE to be user friendly, however you have to have a server that supports FP extensions.
However, if you have an Office 2000 or more recent Office, you can create in word, and then save as html. Usually produces a quite decent "Vanilla" html page. Word, and FRONTPAGE both edit in similar fashions.

FrontPage 2000 or lower, all others are over complicated for starters, especially DreamWeaver! Find a good HTML book also.

Microsoft Frontpage. I just completed my website by using microsoft Frontpage.

If you are familiar with Microsoft Word then Microsoft Frontpage is suitable to you.

You need a Microsoft frontpage guide book, it is easier for you. I use the step-by-step guide Microsoft Frontpage book published by People Publications Sendiran Berhad (Chinese version with English keywords inside), it cost about RM28.

MicroSoft has a few programs. Publish 1-2-3 or frontpage might work.

Well, I love Dreamweaver... if that does not work well for you, try Frontpage or GoLive (note: I think that Adobe GoLive is going away now that Adobe purchased Macromedia). Try some of the links below for other options.

lol EdidPad Lite and http://www.lissaexplains.com/

I have tried dreamweaver before, but if you already have html knowledge you just need a simple html editor and some reference and that's it.
