Contact the US Embassy or consulate in your locality and ask for a list of local preparers. Non-resident returns are not for the layman any more.

You fill out your return and send it in to the IRS at their Philadelphia Service Center. All US returns where the foreign earned income exclusion is claimed is filed there.

If you have a foreign job you can exclude the first 82,400 of wages from your US Form 1040. There is no best way to file - you can do it on paper or file electronically on the internet at www.irs.gov.
