I cannot say that 65% people speak English in India when the litracy rate itself is around 53%. The literacy rate at urban cities is around 75% and in rural areas it is around 44%. So we can guess that you will get atleast 30-40% people in urban area who speak English and atleast 10% in rural area who can speak English. The areas related with tourism and trade have a higher english speaking community as well as most of the shops in urban area. Nice visiting India.

I would advise you to learn better English to put the question in better way.In India British ruled the country for more than 150 years and now Indians speaks and understand it like mother tongue.

in cities around 80-90% understand English
they may not speak it fluently but they understand.
