If the question is: ?+9=6?, then the answer would be 1.8
Why::: X+9=6X
9 = 5X
9/5 = X
1.8 = X

Its has to be -3 because X+9=6 is equivalent to 6-9=X which would equal to -3

According to my standard mathematical calculation, the only answer is -3.
x+9=6
-9 -9

x = -3

Flip the 9 over and you've got 6. Other than that, I can't see any way of adding something that's not negative three to get six out of nine.
