many editing software,like photoshop,have a selection and mask tools,that can isolate the wanted area from actions taken on the rest of the pic.
in photoshop,if the pic is colored,draw the selection carefully around the eyes,invert it,desaturate the pic,it turns black and white,while the eyes still colored.
if the pic is black and white,draw the selection to the eyes and apply any colore you want by the brush tool...
its better the isolated area made as a new layer,and work can be done perfectly before the layers merged again...

1. Copy the picture as a new layer.
2. Click on the new layer
3. Go to Image>Adjustment>
Brightness /Saturation
4. Slide the Saturation back to 0 (the picture should now be B&W)
5. Zoom to make the eyes fill your screen
6 Select eraser and adjust it to be smaller than the eyes, slightly fuzzy edged, 100% on the eraser power or opacity
7. Erase the eyes of the B&W layer
8. Go to Layers> Merge Down
This should get you what you want. Occasionally on the erasing the eyes, let up on the mouse button. That way if you screw up, you can always use the Edit>Delete step to get you back to the last step.
Hope this helps. I do things like this quite a bit.
