For this age, definitely go for a gift card or cash, unless you know a very specific item she wants. Teenagers are picky and are not likely to use any random thing you buy them. Ask someone close to her (or her herself) what her favorite stores are for gift cards, or cash is always good. Sometimes if I feel like simply giving a gift card or cash doesn't make a good enough presentation, I will also stick something else in the gift bag, like some candy or cheap, cute earrings, etc.

At 16, they are becoming more responsible so it would be appropriate to give her a nice piece of jewelry for her Sweet 16. I suggest a nice pair of earrings, a necklace, or a bracelet. I'm sure she would consider any of these a very special gift. Today is a great day to go to a department store jewelry counter as they are all having big After Christmas Sales with deep discounts. You might be able to get her something valued around $ 150 - 200 for the $ 40-50 you have to spend. Good luck.

Find out if she has an iPOD. If she does, there are a lot of accessories for iPODs which will be in your price range. Or you could buy her a membership to a downloading service.

Another good present would be to make up a car safety kit for her. You could buy a flash light, tire guage, one of the little gadgets that jump starts a car from the cigarette lighter (I just got one for my son very cheap, because of the holiday sales) etc.

If you want to give money, I recommend the gift card instead of cash. My brother gives my kids a Barnes and Noble gift card for Christmas every year and they look forwarrd to going together and spending it. Target is also good, or ask your sibling what your niece's favorite clothing store is and get her a gift card there.

This age range is the hardest to buy for. I just give kids a crisp new $50 bill in a card and let them get the gift themselves. Believe me it is better than getting something that will sit in the back of the closet or just be wasted.

Having a niece in that age range she told me to just give her the money. (She's 17) So that's what I will do.... Unless you know what your niece is really interested in money is the way in my opinion.
