let him know that he is an important part of your life...
its the little things that show a person how much they mean to you.. actions can speak louder than words... do something that makes him feel special.
i read this interesting book about how theres 5 main love languages. we all want/need love expressed in all 5 ways, yet we all have a language that is our prime love language... aparently if we dont receive love in our main 'language', then we dont feel loved.
from memory, they are:
quality time/ words of affection/gifts/acts of service & physical ...
if you can figure out which of these he is & do it, then he should feel & know he is loved. it also helps to know which is his main language because then you also know what NOT to do.. for example if his main language is words of affection, then the worst thing you could do would be to insult him verbally. to someone of another language , they wont like it, yet to someone who has this as their main language , it can be devestating... does that make sense??? its kinda complicated to explain in a short note...
apparently we express love to others usually in our main language, but if this is not your partners main language, then it may not mean as much to them. so for them to totally appreciate & understand the love you feel for them, it helps if it is in their language..
i hope i havent confussed you even more now?? lol...

You could say things like, I've been sleeping with your brother, your best friend, your best friends wife, the guy next door, the girl who lives behind us,the mail man, the milk man, the gas meter reader man, the water meter reader guy,the gardener, the cable guy, the paper boy,the butler, the whole crew from the lawn mower service company, your male doctor, the dentist, the whole crew from the roofing company, the painters, and all the men who responded to my free sex sign I placed in the front yard, BUT! I will say this! that none of them people compare to you honey.

Love is a feeling and you need to make your man feel loved without acutally necessarily saying "I love you" this could be preparing a special meal for him, buying him something he mentioned he liked a while back...the more personalized the louder the "I love you"'s effects
