If you're buying new and live in the United States, one of the three new B-series cars that have just hit the market would be a good choice: The Toyota Yarris (formerly the Echo), Honda Fit, or Nissan Versa.
If you're looking for an older used car, a Honda CRX is even more fuel-efficient... but their popularity in racing has driven up the price. A Toyota Tercel might fit the bill.

can't go wrong with a mid 90's ford escort.... 1.9 motor will run forever.... gas mileage could be better.... but really, what's the difference between 33 and 40 mpg? you have a 10 gal. tank.... you can go 70 extra miles. b.f.d.
